哈医大一院牵头开展该项目，针对东北冬季寒冷、老年患者出行不便的问题，推出三项特色服务：一是 “冬季居家癫痫护理包”（含防滑垫、紧急呼叫器、药物收纳盒），免费发放给困难患者；二是 “远程随访绿色通道”，每月通过视频会诊调整用药，减少患者外出；三是 “癫痫合并心脑血管病冬季防护指南”，联合社区医院开展健康讲座，降低冬季癫痫诱发风险。
